Mods are normaly end up with ".scs" (some are .zip)

Once you downloaded the mod,

Copy and paste it  to the mod folder.

ATS
My Documents/American Truck Simulator/mod

ETS2
My Documents/Euro Truck Simulator 2/mod

Then launch the game and go to mod manager,

and  double click it.

You could learn by green dot that it's active.
